there should be national data base for crime. When a demonstrator riots and destroys property, assaults cops sets fires, etc, they should be charged with everything they can be charged with. For simple crimes like no permit, blocking traffic etc, the incidents should be cumulative., so that the second offense is double time and fine and on and on. What is happening now is the cities roll over and expose their jugulars and the chiefs of police pee their pants.
