There’s water on the moon. The moon isn’t at the bottom of a huge gravity well. A moon base could be used as a way-station for exploration (colonization) even of the solar system.
Even if we were to study climate change seriously, shouldn’t that be with NOAA funds, not NASA? Just sayin’.
It seems there is a strategic angle wrt the Moon. The idea of Russians, Chicoms or muslims militarizing the Moon doesn’t seem too cool. It’s like anything else - whoever settles it first is in a better position to influence or dictate terms of settlement.

Good idea... There is tens of billions of tax dollars stashed away for Liberal minded climate change global warming BS projects. Take that money and spend it productively or even better, offer taxpayers a tax break.
And Trump should make it clear that the United States will not pay Carbon taxes levied by foreign governments on any goods imported or exported by the United States. Such a move would essentially end the ‘Carbon Tax’ debate forever.
Infrastructure, or pay down the debt. M-O-O-N spells stupid.

NASA could work on finding a more cost effective way to get to the moon. Saturn V was cool to watch, but lots and lots of money to build and launch. What if they could build the vehicle in space?
How ironic is it that Nixon shut down Apollo because it was too expensive and chose to fund the Great Society programs.
Now we spend the entire cost of twelve years of Apollo every seventy days in welfare payments.
If we had built a real commercial presence in space, we would have massively grown the economy with a new industry. Instead we have gone into stupefyingly massive debt and accomplished nothing.
