Of course northern California rightfully belonged to Virginia, until the Treaty of Paris in 1763 ended England's territorial claims at the Mississippi River.
I don't think they foresaw block voting by electors, which is what gives California and New York such importance now. Rather they thought men were not likely to know much about politicians in other states so would be likely to vote for men from their home state...which is why the electors had to cast at least one of their two votes for someone not from their own state.
The Framers built better than they knew.
