Yes, he can as long as it falls under the power of the Executive branch. And probably 90% of the federal government bureaucracy does.

Ending pension plans, decertifying unions, and changing Civil Service policies don't fall under the President's power. Which is why Chaffetz is talking about drafting legislation to do all that. The question I had, and still have, is that when Chaffetz does away with pensions in favor of defined benefit 401-K plans will he include Congress? Or the military?

If the government “workers” don’t like it, itr must be a good plan. Their laziness and arrogance is being confronted.

Actually it does.

You repeal JFK's EO and suddenly the rules put in place under FDR come into effect.

The union is gone and since it is gone no agreement made with it is valid.

Which is why Chaffetz is talking about drafting legislation to do all that.

He can talk about it all he wants.

That will depend on Congress. Has nothing to do with Trump. Now with the military they can not change the pension plan for those already enlisted. The terms of your original contract can not be cut. I know. My husband is a military retiree. They have tried a few times but every time they have gone to court the court has said the original contract stands. But those contracts are signed with individuals.

An agreement signed with a union that has been decertified is void.

That is the weakness of belonging to a union.
