A president actually appoints about 3,000 people, but 1,000 or more are bureaucrats that can’t really be fired by the next president. Every president manages to change a number of policy-making appointees into civil service status before they leave. Obama will abuse that, and it will take dramatic action by Congress to even minimally rein in bureaucrat snakes.
1. Eliminate any 'agency' with no Constitutional mandate.
2. Dismiss all employed at said agency.
3. Create new agency as needed in accordance with the Constitution.
4. Hire new employees.
Problem solved.
Setup 1000 cubicles with blank paper and a pencil sharpener, no computers and phones have to be checked in before entering the building. No smart watches, recording or playback devices of any kind.
Just a desk, blank paper, pencils, pencil sharpener and a time clock.
Oh yea, put it where the traffic pattern is the worst. See how long they last.
