A president actually appoints about 3,000 people, but 1,000 or more are bureaucrats that can’t really be fired by the next president.

1. Eliminate any 'agency' with no Constitutional mandate.

2. Dismiss all employed at said agency.

3. Create new agency as needed in accordance with the Constitution.

4. Hire new employees.

Problem solved.
