Raise import tariffs across the board from where they are now which is almost 0% up to 5%. Then increase it 3% per year until the trade deficit goes to zero or you reach 30%. Whatever comes first.
Don’t cut any federal spending. Just freeze all spending at 2016 levels for 10years.
