Same thing they always do, pick the numbers politically suitable to the people who pay to have them published.
Same as archaeologists and climatologists and all the other -ists who rely on grant money.
I don’t know about other states, but here in TN the votes are recorded and certified to our Secretary of State’s office. It appears each state sends their certified results to the U.S. Library and Archives. https://www.archives.gov/federal-register/electoral-college/officials.html
