Obtain a federal injunction or mandamus requiring her to obey the law. If she refuses to obey the court order, have her found in contempt and throw her ass in jail until she agrees to obey. Hopefully for life at least.

No. We live in a federal republic, not a centralized autocracy. The mayor of your town is answerable to you, the people of your town. Not to your State's governor, and certainly not to the President.

My nephew has lived in the Twin Cities for a number of years-—since before Obama was first elected.
He says there are large parts of the cities where it is no longer safe IN BROAD DAYLIGHT to be there. So far, he has ‘worked around’ that problem, but it is continually getting worse.
