Having said that, I would be perfectly happy if 48 States would follow the lead of Maine and Nebraska and allocate their electors based on their congressional districts. This would force the candidates to wage national campaigns and not the regional campaigns that we see today.

Since states are required by the Federal Government to standardize driver’s licenses, Why not require by Federal Law a notation denoting NON-CITIZENSHIP. This would quickly shut off vote fraud in states that require Photo ID. Separate Local and State elections permanently. Then require photo ID for all Federal Elections.
If Electors had been assigned by how the Congressional Districts voted in past elections, we would probably find a totally differ party in power after many past elections.
Voter Fraud and skulduggery would be isolated to large urban areas. California would have never assigned all 53 electoral votes to Hillary.
Campaigns would be to all American citizens, not driven by bought for and paid for voter drives in large metropolitan areas.

trouble is, PA, for instance, cast 288,000 more votes for Obama than Romney in 2012; there are 18 CD’s in PA, and I think Dems carried six or seven, meaning romney would’ve received eleven or twelve EV’s for losing a state by that margin of votes...ME and NE are small population states; it’s one thing for them to divvy up an EV, quite another for a state like PA...I don’t know what the solution is...
