Yes it did, unless you live in a RAT state. Most states had HRPs.

The GOP did NOTHING about this.

Of course they did, but the public policy is directed state-by-state...not nationally. The perfected plan has long since been tested and proven in several states.

The Compost’s article has the intent of saying Trump is trapped, and can’’t make changes without destroying health insurance for everyone. Democrats do everything based on paranoia. They group people into sub-groups, and then tell them Republicans will leave each group behind. It’s all about creating fear of change. Once Republicans make their proposals, the liberal media will parade their victims out, ten at a time.

That is not what I meant by interstate competition.

Insurance companies can compete in any state where they want to do business and where they get licensed or approved or registered or whatever the correct term is with the state's insurance commission. If they think they can make money there then there's no reason why they can't do business.

If all people with whatever condition are in the same general pool the risk is spread more evenly and efficiently.

Pre-existing conditions cost more money to insure, and certain pre-existing conditions increase the actuarial risk of elevated payout in the future. In the past, these conditions were covered separately via high risk pools. Obamacare forced all insurance to cover every pre-existing condition.

Cost, for everyone, pre-existing condition or no, has absolutely skyrocketed.

THAT is why we are having this discussion.

Because our healthcare is far too expensive.

Income limits for Medicaid can be raised.

Wasn't that a part of Obamacare? Medicaid expansion to allow for more people to qualify? A lot of states decided that they didn't want to participate, even with the federal government covering all the costs. So why should that change now?

If we do away with Obamacare and its regulations that restrict competition and consumer choice, premiums should come down.

What if they don't? One of the unintended consequences of Obamacare is that it's allowed insurance companies to search for the ceiling, the price at which people drop policies because the premiums are so high. I don't think they've found that yet.

I work for a company owned by Japanese. There are employees here in the US from the head office in Japan. They routinely fly back to Japan for any sort of surgery because it’s cheaper with better care, even including the cost of the round trip airfare.

When we reverse Obamacare, we need coverage for this pool of people, or else we have simply recreated the mess we had before.

You realize that coverage of pre-existing conditions isn't insurance? Since there is no actuarial risk, only an obligation, it's a subsidy.

Beore addressing it, we need to understand what it really is. Thinking of it as insurance only confuses the issue.

The NYT at least mentioned that they were going to re-dedicate (re-?)themselves to truthful journalism. If so, they are going to have to start fighting the WaPo.

I wasn’t clear on my post

High risk pools should be covered like medicare or medicaid..

Pull all high risk plans out of the private insurance plans to cut the cost of general insurance since their costs would be covered by the taxpayer...

I think that would be a cost effective way to keep insurance pools less expensive...

A few years ago I asked my doctor to test my stomach acid ph level. She said at first that she could do it in the office and the cost would be $500. After checking her equipment, she said she didn’t have the right probe in stock and that I’d have to go to the hospital.

I went over there at the appointed time and sat down for the pre-procedure paperwork and was told that the cost would be $5000. I was shocked. It is the same test. Why the 10x increase? The person assured me that my insurance company had already approved the whole amount and my out of pocket cost would be only $500. I still walked out because it made no sense to me to facilitate my insurance company’s support of people who don’t pay. I didn’t need the stupid test that badly anyway.

High risk pools pre-Obamacare offered limited coverage with high deductibles and higher-than-average premiums. Unless you're suggesting that the federal government impose an unfunded mandate on the states to create and fund the pools then I suspect they would go back to being that way in the states that establish them. Not all states did.

Companies already compete across state lines. Cigna, Aetna, Blue Cross, companies like that are in almost every state.

That applies to group insurance for companies that do business in more than one state. They can shop for the best deal from among the states they are in.

My point was about lowering healthcare costs for most people. However, you are living in la la land if you think that you can have a pre exsiting condition and you are going to pay the same price that a healthy 20 year old pays.

That is the whole reason that Obama care insurance is so high and failed, because it forced young healthy people to pay for the old and sick.

They will need to have their own high risk pool, and they will have to pay more. There is no other way around it, unless you want government to pay for people that didn’t bother to get insurance until they got sick.

Maine got rid of our HRP and the premiums practically tripled...killing the market.
