High risk pools should be covered like medicare or medicaid..
Pull all high risk plans out of the private insurance plans to cut the cost of general insurance since their costs would be covered by the taxpayer...
I think that would be a cost effective way to keep insurance pools less expensive...
High risk pools pre-Obamacare offered limited coverage with high deductibles and higher-than-average premiums. Unless you're suggesting that the federal government impose an unfunded mandate on the states to create and fund the pools then I suspect they would go back to being that way in the states that establish them. Not all states did.
