I think this is the most likely.
There's no way they can complete an investigation in the 7 days since the previous announcement.
If I remember right, they didn't even get a search warrant until Monday.
Another premature exoneration of Clinton will set off a wave of leaks from pissed-off FBI agents.
“Ladies and Gentleman, Hillary is innocent in all this, there will be no charges, the investigation is closed, please vote for her” seconds later when offstage says “Do I do good Loretta?”

FWIW, I think a whitewash is out since nobody knows what Wikileaks has.

I get the impression that if Comey doesn’t come up with something significant on this, there are others that will.

I’d wager that today in fact will be slow news day and Comey doesn’t do anything at all.

And these “dumps” keep coming on Friday. I think Comey would lose all credibility if he held an annoucement clearing her this quickly. Especially in light of all the leaks re: 650,000 emails, can’t finish in time, etc... .
My wife said something and I think she is spot on. She said: “For Comey to have done what he did, he must have seen or know something to stick his neck out there.”
We will see. 4 days to go.......
