Sounds like they were sending files from an "illegal" server to a government server...one by one....and deliberately....with intent to disguise them as always being there.

We know Hillary did NOT use a government system. So who in the whole bunch did?

Here is my take on it, they copied the contents on EMAIL SERVER to Weiner’s laptop then cleaned out everything on the server with Bleachbit. Which means that EVERYTHING is on that laptop.
