I thought the FBI cannot indict anyone. The FBI only investigates.

I believe they can only recommend an indictment then it is up to Loretta Lynch who no doubt would refuse to do so.

Right. BUT, Comey can get up and say he recomends the indictment. Then tell the whole world the reasons and not the BS like he did the last time.

So has President Obama. In fact, I sincerely doubt he would have said what he said in the last 24/48 hours if he didn’t already know enough to see where this is going.
The FBI is "seeking indictments" - if DOJ stonewalls again it will look really bad and probably result in getting them (and prosecutors) from outside the DOJ....
Could the FBI recommend indictment by special, independent prosecutors citing that the DoJ has shown they can’t be impartial here? That ought to get some attention.
