I disagree. I think Comey did it without being asked - to give the FBI a slight appearance of impartiality, at least until after the election.
It appears that something has changed. What we don't really know, yet, and may never know.
Travis appears to be saying someone in the FBI is wikileaks and is driving this.
I'm leaning to someone/people in the NSA, who has been leaking what we are reading and more sinister stuff to top military people who love America and abide by their oathes. They are using back channels telling Obama/Lynch and the DNC/GOPe operatives, enough is enough. Shut down the Clintoons.
Code crackers and elint intel experts in Israel, Chicoms, UK, Russia or ? have the data on the Clintoons and have told the head rats to abandon the Clintoons and move on. Or we will let Americans and the world know what you have been doing. So throw the Clintoons under the bus.
