I think you have people to tell you if they want to be on the list (”Let me know if you would like to be added to my Leaks Hit the Fan List” in a reply post to an appropriate thread, for example), then after they reply you add them to a list you keep somewhere where you can easily copy and paste it into a reply post to whatever thread you would be pinging. I have seen keepers of ping lists keep those lists on their about page.

Open Notepad, Wordpad or something that will make a .txt type file.
Start entering the screen name of people you've talked with/responded to and save the file. Announce you're creating a list and others may ask to be added to your ping list.
When you post something, open the file, copy and paste the names into the "To" box. You're done.
Be sure to add the ; - semicolon between names.
