You are speaking about a really interesting deal that ended up giving Vladimir Putin and the Russians control of one-fifth of all uranium production capacity in the United States. Since uranium is considered a strategic asset, with implications for national security, the deal had to be approved by a committee composed of representatives from a number of United States government agencies. Among the agencies that eventually signed off was the State Department, headed by none other than Hillary Clinton.

As the Russians gradually assumed control of Uranium One in three separate transactions from 2009 to 2013, Canadian records show, a flow of cash made its way to the Clinton Foundation. Uranium Ones chairman used his family foundation to make four donations totaling $2.35 million. Those contributions were not publicly disclosed by the Clintons, despite an agreement Mrs. Clinton had struck with the Obama White House to publicly identify all donors. Other people with ties to the company made donations as well.
And shortly after the Russians announced their intention to acquire a majority stake in Uranium One, Mr. Clinton received $500,000 for a Moscow speech from a Russian investment bank with links to the Kremlin that was promoting Uranium One stock.
So- foundations and investment banks paid the money you are asking about. This entire deal is so secretive, and lengthy, and tangled- its hard to get it straight. The only thing that is definite is this- this arrangement gave Russia 20% of Americas uranium production. Yes- the same Russia that invaded the Crimea, and who supports the Syrian government, while accidentally bombing the rebel troops that the U.S. backs.
1. Was there a quid pro quo? - Yes based on the NYT research. Tons- millions of quid laundered through the CGI, but they claim there's no direct proof that she 'personally' delivered the quo.
2. Did the Clinton Global Initiative comply with disclosure requirements? - Nope. It's a convoluted comingling of various trust funds from foreign entities in addition to other domestic non-disclosures. HillBill allowed a foreigner to set up a foreign (Canadian) charity, bearing the Clinton name and solicited foreign citizens to make secret multi-million-dollar donations for their charity!
3. Did the Clintons personally profit?- Of course they did: Vanity, prestige, influence, power, control, mega-salaries, multi-millions in speaking fees, and likely the lavish write-offs for family and friends.
4. Did the uranium deals damage or compromise national security? Duh? Clearly, relinquishing the control of 1/5 of OUR uranium capacity erodes our strength by enabling foreign powers.
5. Is this low-hanging fruit? -No, it's so factually obvious the NYT was forced to cover the story and they fear what more will unfold leading up to November.

These articles were published in the spring. All major news organizations realize the severity of the implications, yet none choose to report.
We are so screwed when our own government begins selling off our strategic assets to foreigners, whether benign or threatening.

In reality, Putin couldn't have hoped to have had a more accommodating administration in place than this current one. Obama and Co (purposely) bent over backwards to hand the Russians everything they wanted and probably more on critical missile defense and nukes, including the Iran nuke deal which Putin loves and claims to have played a major role in.
It's making more and more sense everyday.
