What if everyone demanded to vote on paper? Some states/counties only have the machines, however all are required to have provisional ballots. What if you demanded to vote on the provisional ballot and at the time of voting proved your right to vote? What are the issues that might arise?

The provisional ballots are only counted if their numbers might affect the final outcome of a particular race once the voting is closed. They are eventually counted once they can be verified as not a double or multiple vote and the voter is validated to be eligible.
