It’s the same move she makes at rallies, looking at notes. She spends at least as much time looking down as addressing the people/camera. Trump looks up, appears to be looking at Wallace as he answers, it is out of his head, not referring to any notes.
And she is not writing many notes as Trump speaks.
Her up and down eye moves are almost as if she is reading 5-10 words at a time.
