This will not only be an excuse to accuse Russian of shutting down our internet, it will also be an excuse to postpone the elections. Lots of places have electronic voting only.

It would get ugly. Public and military support would rapidly erode. Law enforcement would also decentralize.
Ham radios, CBs, printing machines, and perhaps landline phone systems would quickly spread the word reg. the dark underbelly of any such contingency.
