It appears that your complaint is that California hasn’t yet implemented REAL ID. An identity card cannot be mistaken for a REAL ID. They are not identical.

You’re going to have to make up your mind. If citizens don’t have to prove their citizenship, then how are you going to prove someone isn’t a citizen? If you can say that you’re a citizen and don’t have to prove it, then any illegal can do the same. Now, what do you want?
