I don’t think airports monitor much that goes on with private planes. TSA doesn’t check anyone or anything.

There’s always tower or ground control tapes showing transmissions but I don’t know how long they keep them... Had they gotten clearance for takeoff or was ground still directing the pilot?
The airport is probably required to keep logs and/or recordings of what the control tower says and does. If they clear a plane for take-off and then have a conversation with the pilot about the plane delaying its departure and returning to its ‘parking space’, that should be part of the FAA record, right? Easily verifiable, unless that particular day’s records mysteriously disappeared or accidentally got erased and recorded over.
