Beat me to it bkoptp! Where do they get this stuff? Is there a reporter’s ‘form book’ that does the thinking for them about guns (and airplanes and motorcycles, for that matter)?

There is inert or dummy ammo. Its high recommended for function testing newly built or repaired firearms. But yeah, the reporter is just trying to sound like he knows what he's talking about.

There are "Snap Caps" - see link for the 9mm version. I have these and mainly use them when I am teaching a beginner how to handle/load/unload a semi-automatic handgun.

Dead ammunition? Remington .22LR Cyclone? Had some that failed to fire 6 of 60 rounds. Haven't used any more of it.
