Regardless of how they are trying to transfer it, if they were seriously making an effort, they would break it down into mailable packets.
Or how about putting onto some other media? A thumb drive? A CD?
There are lots of options.

Of course they are. I don't understand why a FOIA can't be written with the caveat that material requested will be in machine readable format.
I think State delayed this delivery purposely so Hillary wouldn't have been blindsided in last night's debate by some little nugget gleaned from the FOIA'ed documents.
