If it does, it will be in front of 100 million people.
Also listening devices are regulated to operate in certain RF bands. If you have a radio, you know certain channels are assigned and both transmitter and receiver need to operate on the same channel.
Using knowledge of this, you could easily (and legally) operate another transmitter on the channel if it is a commercial channel.

Those devices work in narrow fequency range. You can buy jammers commercially. In France theatres all have building wide jammers installed. They are illegal in the US but I had a cell phone jammer when I lived in HK.
I used it on the mass transit system to stop fools from yelling curse words into their cell phones. It was great fun. I’d turn it on for about 15 seconds at a time
