That said, there ARE things that need to be changed in the way blacks and police interactNot just blacks. A good start would have large cities split up their police departments into semi-autonomous units, get to know their communities, and bring every day policing down to the local level.
That Tamir Rice shooting? What's appalling is that police aren't there or very close to that area at all times, so that the police driving or walking up would know the neighbors, and be able to catch situations like that unmarked toy gun before a tragedy happened.

What do the police need to change. Should they look the other way while they violate the law? I suspect that if they started adhering to the laws, they would find themselves receiving less attention from the police.
