That is my first thought too. I speculated that the perp was a gang member out to shoot up other gang members. Violence over drugs is a big problem everywhere. The photo of him carrying a rifle makes me think differently. Usually gang bangers carry out their shootings with hand guns. This is the behavior of a terrorist.
