This is a meretricious argument, which has nothing whatsoever to do with whether they can shoot down American warplanes, simply that they have a better AA capability than systems built in the West.

In an era of stealthy aircraft, electronic countermeasures, cruise missiles and drones, western war planners may have simply decided that AA systems against all but the least sophisticated intruders, are a waste of money.
