Obama does have a plan to federalize the police.

“We cannot continue to rely only on our military in order to achieve the national security objectives that we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.” - Obama, July 2, 2008

It will be accomplished via “standards” & “reporting”. Standards are defined by the U.N. and in part by the Organization of Islamic Cooperation which has caused the U.N. standard, the UN Human Rights Commission Resolution 16/18 - adopted by the U.S. - to criminalize “Islamophobia”: your freedom of speech and action will not be contrary to Shariah.

At first it will be “soft law” “guidelines” and “standards”, but those guidelines and standards will become mandatory and federal dollars will be the leverage. Obama’s “Task Force on 21st Century Policing” is the written plan. Black Lives Matter is used by Obama as street muscle to generate the dynamic necessary for his agenda, which is federalization of police.
