With whom did he conspire? Even if he committed the crime, there is no evidence that he participated in the cover-up, except, again, as a nine year old whose parents might (or might not) have told him what to say.
That is not conspiracy unless you can be tried, and again, as an "infant" he could not have been.
His ongoing denials of involvement are not conspiracy.
