Bill Clinton never got 50% of the popular vote. Ross Perot ran specifically to drain off the anti-NAFTA vote and to keep George H. W. Bush from a second term. In 1988, he had to seriously torpedo his own campaign to keep from winning. And he was a lot more popular than Hillary.
Perot ran again in 1992, but probably wasn't needed, as Dole was a weak candidate, but Clinton didn't get 50% then either. The Clintons won by manipulation, not because they were beloved.
