How I wish California, with it’s 52 congressional districts, apportioned it’s electors by congressional district, like much smaller Nebraska and Maine.
Trump would probably get at least 20 electoral votes from California if this were the case, the equivalent of winning Pennsylvania!

Congressional Districts + Senators would be a way. But as you point out it cuts both ways. In
Texas the GOP would lose 11 CD votes. It would be interesting to see how they would break out
and I suspect examples from previous elections have been made. I’ve just not looked for any.
