How to deal with approximately 11 million illegal immigrants in this country is no double the hot campaign issue in 2016 and likely will determine the outcome of this presidential race. The Democrats insist the only way to move forward is to grant illegal immigrants a path to citizenship. That is a simple but false solution because it isn't supported by historical facts as well as what incentivized illegal immigrants to be here to begin with.
First, let's review the historical facts. According to the Pew Research Center, in the 1990s, only 38% of legal immigrants became naturalized U.S. citizens. That number has gradually climbed since then. In 2011, 56% of legal immigrants in the U.S. became naturalized citizens, but the remaining 44% (9.7 million legal immigrants) chose not to become U.S. citizens even though they were eligible. Hispanic immigrants made up the largest immigrant group, but their naturalization rate was only 46%, compared with 71% of all other legal immigrants. Legal immigrants from Mexico have the lowest naturalization rate of 36%.
These data shows that evidently, citizenship is not something motivated many immigrants, legal or illegal. Not surprisingly, past effort to grant legal immigration status to illegal immigrants failed to stop the inflow of illegal immigrants as promised. The clearest example was President Reagan's Immigration Reform and Control Act of 1986, which offered three million illegal immigrants amnesty. The number of illegal immigrants continued to climb since the law's passing. According to Pew Research, the unauthorized population grew by an average of a half million a year between 1990 and the mid-2000s and peaked in 2007 at around 12 million.
It's crystal clear that citizenship isn't a motivation factor for many illegal immigrants and thus, granting a path to citizenship is not a solution. In addition, our legal immigration system already has a massive backlog. Imagine what would happen if we stuffed 11 million new applications into the pipeline. We cannot keep trying to help illegal immigrants by punishing legal immigrants.
So what motivated illegal immigrants? Among the estimated 11.3 million illegal immigrants in the U.S., 8.5 million of them are in the labor force as of 2014. On a percentage basis, illegal immigrants are about 3.5% of our nations population and about 5% of its labor force. Its worth pointing out that illegal immigrants arealarger shareofthelaborforcethanofthe totalpopulation.
Although close to 45% of illegal immigrants come from Mexico, Mexicans share of illegal immigrants peaked in 2007 and has been declining since. Ana Gonzalez-Barrera from the Pew Research Center estimated that there were 140,000 fewer Mexicans living in the U.S. in 2014 than in 2009, and that the net flow from Mexico to the U.S. is now negative. She credited the decline to the U.S.s economic recession in 2008 and the improving Mexican economy at the same time.
Obviously, many illegal immigrants are economic migrants who came here to find a better job and a better life, but not all of them want to stay in the U.S. for the rest of their lives. Many wouldn't have brought their families here if they can travel back and forth between U.S. and their home countries without worrying about being stopped at the border.
History shows granting temporary work visas to economic oriented migrants is the best way to reduce the incentive and the numbers of illegal immigrants.
When World War II created a labor shortage in the U.S. after many American men were drafted into the U.S. Armed Forces. the U.S. and Mexican governments created a temporary program to bring Mexican agricultural labor into the U.S. On August 4, 1942. The program was officially referred to as the Mexican Farm Labor Program, but most people know it as the Bracero Program (bracero in Spanish means manual laborer). The Bracero Program wasnt an immigration program. It allowed Mexicans to legally take temporary agriculture work and, later, railroad work in the U.S. with nonimmigrant status.
The program lasted until 1964. Between 1942 and 1964, over 4.6 million Bracero labor contracts were signed. During which period, the number of illegal immigrants was reduced by 90%. Its not difficult to see why. There were no legal hurdles for Mexican workers to get a work visa, which greatly reduced the incentive to cross the border illegally. There were few compliance requirements for U.S. farmers, and with a guaranteed supply of legal workers, there was limited demand for illegal workers.
Therefore, the solution to illegal immigration already in the U.S. can be as simple as three steps and granting citizenship isn't one of them:
Step 1. Illegal immigrants who can show they currently are employed and with no criminal record should be granted temporary work visas after they pay a fine. A work visa will allow the visa holder to work legally in the U.S., paying income taxes and traveling in and out of the U.S. with no constraints. These benefits should meet what most illegal immigrants are seeking. But because a work visa is not an immigration visa, the visa holders will still be considered non-resident aliens and therefore will not have access to federal means-tested welfare benefits. The work visa will be good for three years and can be renewed as long as the applicant is employed.
Step 2. If illegal immigrants have brought their families with them, they ought to pay a fine for their families too. Their family members, excluding children who were born here, will get temporary visitor visas. The length of their visa should be the same as the working visa, and they can renew their visas as long as their primary family members work visa is valid. Since a visitor visa is also a non-immigration visa, these visa holders will not have access to federal means-tested welfare benefits either. If any these illegal immigrants want to become legal permanent residents, they will have to go through the same application process as other legal immigrants.
Step 3. Any illegal immigrant who has a criminal record, including creating a false identity or using a fraudulent Social Security number, will be deported immediately and will not be eligible to apply for any U.S. visa for five years.
We know how to solve our illegal immigration problems. These ideas have been around for many years. What we have been lacking are a political will to do the right things and someone who can articulate these solutions in simple and candidate manner that will win support from most of the Americans.
NO WELFARE AT ALL!!!
And, again, step 1, NO AMNESTY, which means no legalization. None, never.
They have been saying “11 million” illegals for how long? It’s probably closer to 50 or 60 million by now.
What utter and total BS.

Why exclude the children who are born here (anchor babies?)? These children have no bond to this country as they were born to non-AMERICAN citizens. Citizens from other countries should not be allowed to come to our nation, drop their children on our doorstep to raise and educatate and proceed on their merry way. The 'Anchor Baby issue' is one which needs to be clarified and put to rest once and for all if this nation has any chance of survival.
Agree NO WELFARE OF ANY TYPE should be dangled in front of their nose. This includes food stamps, housing, health, education, cell phones, broadband internet access, to name but a few.
Step #1: Stop calling them immigrants. They didn’t immigrate...
If any these illegal immigrants want to become legal permanent residents, they will have to go through the same application process as other legal immigrants.

“other legal immigrants” I thought the author had already said the4se people are ILLEGAL so called “immigrants” ...
Meanwhile REAL immigrants apply at an American Embassy or consulate BACK IN THEIR OWN COUNTRY before they ever step foot in the US...they ask permission to enter and then WAIT till Uncle Sam opens his door in answer t6o their “knock”...
I don’t see any suggestion of this step in the article...
who was this written by ...Glenn Beck ???
Any illegal immigrant who has a criminal record, including creating a false identity or using a fraudulent Social Security number, will be deported immediately

The US government is going to be busy...
Some comments:
Step 1 has to be coupled with an understanding that “no benefits” includes minimal medical stabilization and transport to the home country. Better yet, the cost should be billed to the home country—which benefits from the laborers in the US via remittances home.
Step 2: The uniquely American misinterpretation of the 14th Amendment, which grants birthright citizenship, MUST be repealed. While I agree with the idea of every illegal paying to atone for entry, we have to do something about anchor babies.
That should be #1.
I live near the border and when we had the Bracero program Mexicans worked here until they got a nest egg and then went home for good. They could travel freely back home to visit their families.
Send anchor babies home and when the turn 18 they get one chance to return to the USA under a special anchor baby visa.
That needs to stop.
Step 2.
Step 3.
According to the govt of Mexico, illegals on US soil are, in fact, Mexican citizens.
AFFIDAVIT BY THE GOVERNMENT OF MEXICO
IN A SWORN AFFIDAVIT TO A US COURT, MEXICO SWORE
THAT MEXICANS ON US SOIL ARE MEXICAN CITIZENS.
A sworn affidavit by Mexico/s Consul General to a Texas court asserts that Mexico/s official govt policy is to encourage its poor people to migrate here illegally in order to access our generous welfare system
The Mexican consul's sworn testimony asserts that: "My responsibilities in this position include protecting the rights and promoting the interests of my fellow Mexican nationals, and, that the main responsibility of consulates is to provide services, assistance, and protection to Mexican nationals abroad."
=========================================
A footnote states that Mexican nationality is granted to children born abroad of a Mexican born parent. IOW, anchor babies born in the US retain parents Mexican nationality.
NOTE This wipes out anchor babies......as well as Secy, Jeh Johnson and Obama's assertions WRT Obama's amnesty dictat that illegals have essentially "become American" b/c they go to school, have licenses to drive, and can even practice law in California.

NO! Enforce e-Verify on ALL EMPLOYERS for current and future workers, wither temporary, part-time, or full-time. No exceptions. Make it a felony for anyone, even a private citizen hiring a lawn care worker or maid, to hire an illegal alien. No jobs, no illegal aliens. Simplest, most direct solution that really costs the taxpayer nothing being making e-Verify work, simple, and be accessible to everyone.
>
Sorry, no. 1) No more foisting upon the masses that which is solely the authority of govt (see: employer mandated h-care and the like). 2) As a once Free nation, I have issues requiring ‘permission’ from the govt to work\live. Making it accessible to everyone creates, yet another, large bureaucracy of sloth and ineptitude (records would never be update, let alone complete)....no thanks.
As Ann, and I in the past, have said: end welfare. Not just for illegals, but any\all *ALL* welfare (we have a 5th\13th\9th\10th specifically stating why\so).
Now, I’m ALL for the fines (firing, loss of benefits and jail) for ANYONE in *GOVT* failing to uphold the law.
Lastly, I think we can agree upon amnesty.
The author btw is a naturalized citizen from China.
