It is called “HAMMER TWEETING”, and it is designed to dominate the news feeds of people following her, pushing everything else out.

This can only be seen as desperation. It’s the kind of thing you ONLY do at the very end of a campaign, to remind your people to vote (Remember Obama’s campaign’s?). Followers get tired of it quickly.
