Citizen, yes, natural born citizen, no.
Years ago the military used to advise military wives to return home to give birth if they wanted to preserve natural born status.
Only embassies are US soil, military bases are not, except those on US territory, Guam, etc.

IIRC, he was born at the public hospital in Colon a mile from the base. The base Naval hospital had not been built yet.

No information to back that up.

Not true. After over 20-yrs service, most of it overseas, US bases are US territory.
