Wouldn't A Muslim man be just as likely to attack a Muslim woman as a non-Muslim man? Then it would not be a hate crime?

The outrage seems to be about the victim being a muzlim, not about a human assaulting another human. The degree of outrage depends on the perp, and the victim.
