She is under SS protection, not control. Even as the spouse of a former POTUS, her detail is advisory on everything except the threat of physical attack, and they will observe the wishes of the person in their charge. I knew the agent in charge of Nixon’s post presidency detail and at least once he had a phlebitis attack and the agent accepted his decision on meeting his personal MD at his Upper Saddle River home instead of going to the ER.
