I can think of many reasons*. If you can't, you are a sad, sad person.

*Reasons to do harm to their families.

So, doing evil to those who are victims of circumstance (having a son, brother, husband or father who is a member of the oppressive regime) is OK with you? I'd rethink that; we all have to answer to God someday. If that makes me "sad", so be it.

In civil war there are no none combatants, when fighting inside your own borders there are two sides and only two the revolutionary and the loyalists history is clear to win a unconventional conflict against technological and tactically superior forces you MUST hit the soft targets that hurt those forces the most and force them to the peace table or extinction. The families of the enemy are legitimate targets in total war, and the most effective means of breaking the will of the enemy is to wipe out what they care most for. Don’t have the stomach for it fine stay out of the way or be considered to be on the other side. This is how wars are won in the unconventional urban arenas where the enemies soft targets are mixed in the fight. The Balkans are a good example, Syria currently, Afghanistan, the Kurdish part of Iraq the list is long and conclusive. War comes and all targets in the filed of view are legitimate from 8 to 80 more of them have to die faster than yourside dies and who dies matters most as the surviving enemy sees it is not only deadly for them but also who they care most for. breaking the will to fight is paramount to victory. The victorious get to write the history and terms of surrender anyways.
