Under the law 95% would get nowhere near financial requirements.

Maybe that is one of the things Trump means when he says the current laws will be enforced.

If the law is followed yes.
Starting January 2016 in California it is at the state level illegal to use E-verify.
Many have kids born, most work gray markets in construction and gardening without a tax ID number now, so I don’t know immediate impacts anywhere.
