Homeless advocates and public health officials are squaring off over a controversial Obama administration proposal to ban smoking in government-assisted housing projects.
The smoking ban has drawn praise from health officials who say it would spare non-smokers from the dangerous effects of secondhand smoke. But homeless advocates are enraged by the proposal, which they fear could force low-income residents who cant kick the habit out of their homes.

In this case they have picked on poor people who live in public housing.
This is liberalism at is cruelest and most vicious—liberalism with the mask torn off and the raw evil exposed.

I'm not so sure. Fedgov has zero constitutional authority to provide housing for people, so I'm inclined to think it has no authority to set rules for personal behavior.
Let the residents be governed by state law, like everyone else.

Generally speaking when it comes to tobacco use and other use of recreational drugs I am a libertarian.
However in this case I side with the premise that he who pays the piper calls the tune.
In other words if you are living at the expense of the government, the government can put whatever restrictions on that living as they see fit.
If those restrictions should encourage you to move out that is of course your prerogative.
If you wish to live your life as you see fit then make your way on your own efforts.
