Congress has the power, under Article I Section 8, to provide for “calling forth the militia to execute the Laws of the Union, suppress Insurrections, and repel Invasions;” and this illegal immigrant crisis looks like all three.

I’d say a few thousand National Guard troops, stationed in squads every half mile or so along the border, should keep things secure while the surveyors mark off where the wall is going to be built. And yes, they would carry live ammunition, not for the campesinos so much as for the cartels.
