The relationship between Democratic members of the Electoral College and the Democratic National Committee is a private one. The DNC can change the nominee(s) by sending a registered letter to each Democratic member of the Electoral College at any time notifying that elector that there is a change.

After the Electoral College votes in December, the ability of the DNC to change nominees(s) disappears. After that, Congress gets into the picture.
