Before going to NYC Bratton was Police Commissioner in Boston,appointed by Mayor Thomas “Mumbles” Menino,a *truly* illiterate man (the nickname was well earned).While in Boston Bratton got the reputation as a guy who would pee down your back and tell you it was raining.
