You both are correct. I should have remembered that, since I was working and living in Chicago in 1968. However I do not recall if the shoot to kill order issued by Daley was actually exercised.

I just posted a recording of Mayor Daley saying it at a news conference. I don’t know whether any shootings resulted from that order, searching now.....
