Mixed demo, obviously, but enough engineers etc to build cities.

Modern cities were turned over to native populations in Congo etc etc.

How are they doing with the upkeep?

Might want to think about that one for a little while.

If a professional builder builds a house, does a buyer who does no maintenance get credit for the fact it hasn’t quite fallen down yet?

South Africa is busy cutting its national throat. When they Zimbsbwize agriculture as they have begun to do South Africa will enter upon Agricultural failure and severe food shortages if not famine just as Zim did.

The modern nation of South Africa was built by the Dutch, then taken by the English during the Boer Wars.
It was a successful nation during this period.
Since being taken over by the black African (think Mandella & cronies) nationals it has degenerated into one of the worst, most dangerous, so called democracies on the African Continent.

South Africa today is not far behind Nigeria. The government there does everything it can to continue the perception that it’s a first- or at least second-world city/nation, but there is plenty of photographic evidence to the contrary, and ample news articles about whites being dispossessed of their property which promptly falls into disrepair in the hands of its new black owners, and about the rapid rise in crime.

South Africa was a wonderfully successful nation under Dutch rule. For awhile afterwards, they seemed okay. Now, they're fading fast.

Oftentimes, when a governing authority leaves, things go along pretty well for awhile, while people who were trained by the previous government still have an impact. But as soon as those people get replaced by the locals, it rarely goes well. Some nations have the culture and temperament to self rule and recover. Others, not so much.

travis s africa iswas established by the dutch not the native africans and owes what success is left there to them. after mandella took over as president and started taking over farms and businesses that were run by the dutch people there the farms started to fail miserably and go under as well as the businesses.
now s africa is on the decline as corruption is spreading . so no s africa can’t be counted due to the dutch making it successful . even after apartheid was done away with most blacks there still choose to live in squalor.
it is always easy to blame your problems on someone else rather than take responsibility for them and do better by applying the opportunities to ones self. blacks in this country for the most part ass far as higher education have almost endless opportunities available to them but a large portion of them would rather not apply themselves in high school so they can attend college to get the better paying jobs but would rather sit at home and let the govt take care of them.
