I agree that there are several possible interpretations, some of which are quite positive and empathetic.

The one that sticks in my head is drugs.

“Silver girl” was a very commonly-used street reference to a heroin syringe at that time.
If you read the rest of the lyrics in that context the song makes perfect sense.
It is far more comforting to believe “silver girl” is something else. Go ahead — that’s ok by me. I don’t know what the DNC believes.
