I read somewhere it’s being leased from Eastern Airlines.
From what I understand, he leased it from Eastern Airlines.
It may not be true, but that’s the info I have.

Another article said it was leased by the Trump campaign.
Either the American taxpayer or the Clinton Foundation (i.e., foreign governments). Most likely the first. I'm not sure how she would have finagled that, but I bet somehow it's true.
This is the woman who stiffed a waitress during her Senate campaign. She certainly won't pay for anything.
Its probably a leased plane for the duration of the campaign.
