Bill cannot run. He cannot serve any more time as POTUS per the Constitution, therefore is ineligible to run for VP.

Incorrect.

The 22nd Amendment provides, "No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once."

Bill can be elected VP and if Hillary croaks he can serve the remainder of the term as President, he just can never be elected President again.

It is never going to happen. But there is no Constitutional reason it could not.
