Obama, at California's request, opened the Monterey Shale to drilling and fracking.
The problem there is that the producers have had only limited success in fracking that formation.
This is a good example of why the left wingers were/are not pleased with Obama.
Obama opened a small portion of the Monterey Shale to drilling in 2010. Then, in Dec 2012, a few weeks after winning re-election, he would open a much larger area, which made the enviros and nimbys mad.
As for Cuba, one of the main reasons Obama has moved to normalize relations with Cuba is so that US oil companies can drill in the North Cuban Basin.
Because of the Cuban embargo, US oil companies cannot drill there and any oil produced there cannot be refined in the US. Likewise, because of the embargo, the US threatens oil companies from other countries like Brazil, Norway, Canada, etc for drilling there.
Venezuela is incredibly corrupt.
